No heel plugs or removal tools, but not necessary. My boys never plugged the heels!! And you can remove the wheels (if you ever wanted to) with a knife or screwdriver... so easy!

On and off I have Cleats and Snowboard Boots... they go quickly... right at the moment I have 2 pairs of cleats:
