No heel plugs or removal tools included... not needed though... my boys never took the wheels out and never wore them as regular street sneakers... why would they??

BUT, if you did want to take the wheels out (say to clean them), they come out very easily.. we never used the removal tool to do it... never carried it with us when we went places, so we never had it on us!
If your boy wears a size 7 shoe...I probably have clothing that will fit him !!!
